SITUATION
Talman was named a Fiber Engineer of Choice (EOC) to partner with ComEd to assess its current business structure to ensure all resources, including people and data, were set up to enable the informed decision making required to capitalize on the business opportunities ahead.
As part of ComEd’s Multi-year Clean Energy and Integrated Grid Plan, ComEd created its Renewable Energy Advanced Control and Telemetry Systems (REACTS) program to facilitate the deployment of an industry-leading advanced communication & telemetry network as the foundation for a safe, secure & resilient grid.
CHALLENGE
ComEd announced a $300 million multi-phase expansion in the Midwest, providing backbone services for 5G upgrade capability along with a range of fiber services to businesses. For ComEd, successful entry into the fiber space required partners who could help to prioritize opportunities and accelerate speed of deployment.
A complex market makes it more challenging than ever to ensure fiber infrastructure projects are designed to build. Unfortunately, traditional siloed planning practices come up short as stakeholders look to minimize risk and maximize outcomes throughout the entire project life cycle.

Talman leveraged RAMP™ to tap our best practices to provide counsel on how ComEd could make near- and long-term adjustments to align valuable resources and data delivery with their business objectives and current market realities. RAMP™’s continuous planning process allowed ComEd’s business teams to recalibrate as market conditions shift.
Armed with planning insights, our design team went to work to optimize the routes and identify cost saving paths. We then completed aerial and underground fiber design including full route design, fielding, engineering, and permitting. Talman worked with numerous jurisdictions to complete all work within six months, including permit approvals. These jurisdictions include the Illinois Department of Transportation (IDOT), Illinois Tollway, and many counties and municipalities.
